PRINCE GEORGE’S COUNTY, MD – MCN Build, Inc., is the Design-Build partner for Progressive Education Partnership (PEP), the design, build, finance, and maintenance team selected to deliver on eight schools for Prince George’s County Public Schools (PGCPS). The team also includes the following prominent firms: Plenary Americas, EllisDon Capital, Phoenix Infrastructure, J L Terrell Construction, Perkins Eastman, R. McGhee, EllisDon Facilities Services, US Facilities, and RSC Electrical & Mechanical. MCN Build will spearhead the construction of these new school facilities.
PEP achieved commercial close on the $800 million PGCPS Blueprint Schools Phase II project. This ambitious initiative encompasses building eight new schools in Prince George’s County, Maryland. Organized into three project bundles, the program also includes demolishing existing structures and maintaining these schools for a 30-year period.
This month, Prince George’s County Executive Angela Alsobrooks, Superintendent Millard House II, County Council Members, and other dignitaries will break ground to celebrate the start of construction at Margaret Brent Elementary School, Robert Frost K-8 School, and New Templeton Elementary School. Also, on Friday, October 4th there will be a groundbreaking ceremony for Fairwood Elementary School.
The first four schools are part of a broader effort, The Blueprint Schools Phase II, to replace eight schools across Prince George’s County between 2026 and 2028. These include Hyattsville Elementary School, Fairwood Elementary School, and Brandywine K-8, expected to be completed in 2027, and James Duckworth Elementary School and Springhill Lake Elementary School, slated to open in 2028.
This public-private partnership (P3) aims to enhance learning environments throughout Prince George’s County with innovative and sustainable design. The P3 model involves private developers financing the construction, with PGCPS repaying the investment over 30 years. The new schools are designed to be Net Zero Ready (NZR), featuring geothermal heating and cooling systems, high-performance building envelopes, and sustainable materials management. These schools will pursue LEED v4 BD+C: Schools certification and aim to achieve Net Zero Energy (NZE) through the future installation of photovoltaic panels.
